(done 3.1.3) Open Command Edit Dialog for a new command

When adding a new VM command, how about just bringing up the Command Edit Dialog automatically for the new command. This way you don't have to add the command and then edit the NOP.

One more little thing, maybe the next version "Insert command" could work the same way. Sorry, I should have mentioned it too.
